While it isn’t my headcanon, I think it’s important to realize how truly evil and bloodthirsty Scarecrow really is in the comics. Here he doesn’t even hesitate, he could harm hundreds of people, including children as casualties.
While I don’t think he’d directly seek out children to torture, he doesn’t flinch at the idea of creating mass destruction with his toxin. If he’s going to poison the water supply, he knows children will be effected, and that fact doesn’t stop him from doing it.
Scarecrow is a villain, and a cruel one at that.
